The Bullring land is located along the western side of the Westlink between Peters Hill and Regent Street. The land is within the Lower Shankill and Brown Square Building Successful Communities (BSC) area (one of six pilot BSC areas). The  Department for Communities (DfC) appointed Turley to prepare the Lower Shankill and Brown Square Action Plan as part of the BSC programme. The Action Plan identified a number of catalyst projects, including the proposed Bullring environmental improvement project.

An environmental improvement scheme was previously designed by URS on behalf of the Department for Social Development’s Belfast Regeneration Office. The BSC Action Plan recommended a procurement exercise to appoint a landscape architect to prepare detailed designs and costings for the proposed Bullring scheme.

The Department for Communities appointed Aecom to design environmental improvement works and a pre-application consultation process took place during August 2019.

Department for Communities submitted a planning application (LA04/2020/0673/F) in March 2020 proposing environmental improvement works to include: new footpaths and cycleway, new multi use games area, new outdoor gym equipment, new play area, new street furniture and park lighting, relocation of the community garden providing new polytunnel, toilet block, shed and allotment beds, new car park provision and new planting at “The Bullring;  parallel to the Westlink and adjacent Denmark Street / California Close between Peters Hill and Regent Street. The application was approved in May 2021.

Construction work commenced March 2022.
