Outline planning permission was granted in September 2009 for a 6 storey building comprising ground floor retail units fronting Ormeau Road, offices above, 42 apartments fronting Donegall Pass and a short stay multi-storey car park accessed from Howard Street South.

A previous planning application (Z/2000/2877/F) submitted December 2000 proposed the development of self-contained retail units fronting Ormeau Road and Howard Street South, with self-contained office units over each (approximately 200 m2) and new call centre fronting Ormeau Road and Donegall Pass with basement car parking. This proposal by Killultagh Properties was designed by The Mc Veigh Brown Partnership but was never developed.

In August 2014 Killultagh Estates and TSA Planning submitted a planning application (Z/2014/1074/LDE) to continue using the site as surface level car parking.
