The development is to be located on a 57 space car park on Chichester Street with frontages to both Arthur Street and Arthur Place. The development also involves the demolition of an existing four storey building located between the car park and Victoria Square. A planning application was submitted in September 2008 by the developer RB & B Calvert and Kennedy Fitzgerald & Associates Architects. As of the November 2010 planning has still not been granted however the scheme is still progressing through the planning process.

Osborne King announced in September 2007 that they expected to achieve £13m for the site.
