100 High Street is a modern 6 storey infill building on vacant land between the grade A listd Transport House and a smaller 3 storey building. Intially the project was recommended for refusal however the application was withdrawn and resubmitted with amendments and has since been approved in October 2009.
Planning permission (Z/2008/1656/F) was applied for during summer 2008 to construct a six storey office building in the vacant land to the left of Transport House on High Street. In May 2009 the Planning Service recommended to Belfast City Council’s Planning Committee that the development should be refused on the following grounds… 1 The proposal is contrary to Policy BH12 of the Department's Planning Policy Statement 6: Planning, Archaeology and the Built Heritage in that the site lies within the Cathedral Conservation Area and the proposed development has not been designed in sympathy with the characteristic built form of the area. 2 The proposal is contrary to Policy BH12 of the Department's Planning Policy Statement 6: Planning, Archaeology and the Built Heritage in that the site lies within the Cathedral Conservation Area and the development would, if permitted, detract from its character and appearance as its scale, massing, proportion, form are not sympathetic or complementary to context and the materials do not match those which are historically dominant in the area. 3 The proposal is contrary to Policy BH11 of the Department's Planning Policy Statement 6: Planning, Archaeology and the Built Heritage in that the proposal's detailed design does not respect the adjacent listed building, Transport House, in terms of scale, height, massing, alignment and design. The application was then withdrawn by the developer and resubmitted with amendments to the plans in June 2009 and subsequently approved in October 2009. |
